Research On Smart Governance Optimization Of Urban Grassroots Government

Smart governance is a governance mode that combines technology application with people-centered governance,and is an important way to realize grassroots governance.With the continuous application of big data,artificial intelligence and other technologies in grassroots governance,the traditional grassroots governance mode is gradually transforming to intelligent governance mode.The continuous strengthening of the awareness of smart governance and the steady improvement of the smart governance capacity of grassroots governments have become the internal requirements and important guarantee to improve the modernization level of grassroots governance system and governance capacity.As a leading city in information and digital construction in China,Hangzhou has been making continuous efforts in urban governance,public services,industrial development and other fields in recent years,with the goal of building a "leading domestic and world-class" smart city.This paper takes the grassroots government in District G of Hangzhou as an example,takes smart governance as the research object,through literature research,case study,interview survey and other methods,and uses the holistic governance theory to analyze the three problems of the grassroots government in District G in the practice of smart governance,including the deviation of public policy implementation,the mismatch between application scenarios and governance needs,and the prominent problems of data barriers and data security.The main reasons for the above problems are as follows: the concept of smart governance lacks goal consciousness,the organizational construction and working mechanism of smart governance lag behind the progress of technology,and the overall planning of the application and construction of smart governance is not enough.In view of the above problems and reasons,combined with the holistic governance theory,the optimization strategy is put forward.In terms of system,we should improve the concept of smart governance,implement the smart governance system,and achieve preventive and forward-looking governance.In terms of application scenarios,we should pay attention to the construction of "grassroots wisdom governing the brain" and intelligent applications to enrich application scenarios.In terms of technical means,we should improve the technical level based on residents’ information service needs,and do a good job in the overall planning of data security and data sharing.
