Study On The Implementation Of Evaluation Policy On Professional And Technical Titles Of Basic Medical In Xing’an League

As an important part of our health service capacity building,primary health institutions undertake comprehensive functions such as basic medical care,planned prevention,rehabilitation and health care,and provide basic public health and medical services for the society.In order to further improve the primary health institutions medical service level,promote the development of the health professional and technical personnel at the basic level,our country began to conduct a separate review of professional and technical titles in the primary health institutions in 2015,this policy become effective supplement health series title appraisal,is also a successful innovation of the title classified administration.However,due to the restriction of many factors,there are some problems in the process of policy implementation in various regions.From the perspective of public policy,there is still a big gap between the effect of current policy implementation and policy objectives.This paper makes a comprehensive and detailed study on the implementation of the review policy of primary health professional titles,in order to promote the efficient implementation of the policy,and then promote the stability,growth and overall quality of the primary health personnel team,so as to better serve the local development.At the same time,it also provides important reference for other professional title series to gradually implement the related policies of "grading and classification evaluation reform".Now in xingan league area as an example,according to the basic framework of Smith theory model,around the main policy implementation environment,executing the way the demand characteristics of the method,target groups and the perfect degree of the policy itself and so on,interview and questionnaire survey in xingan league primary health professional and technical titles evaluation policy implementation,to carry out in-depth study.On the basis of a comprehensive review of the current situation of the implementation of the policy,the existing problems in the implementation process of the policy are summarized and the causes are analyzed.At the same time,drawing on the experience of advanced regions and combining with the actual situation of the region,the countermeasures and suggestions for improving the implementation of the policy are put forward from the four dimensions of the Smith model.Through the research,it was found that the content of the evaluation policy of primary health professional title in Xingan league area was not comprehensive,the supporting environment of the policy needed to be improved,the main body of the policy implementation over-relied on quantitative indicators,and the participation enthusiasm of the target group was not high.The reasons for these problems are as follows: the policy objectives are unclear,the concept of the subject of policy implementation is backward,the policy implementation deviates from the reality at the basic level,and the local economic and social development environment has a great influence on the policy implementation effect.Based on the analysis of these problems and their causes,this paper puts forward corresponding countermeasures and suggestions to improve the implementation of the policy.Firstly,we should improve the review policy and the review system,including supplementing and revising relevant local policies and strengthening the construction of the review system and mechanism.Secondly,efforts should be made to optimize the policy implementation environment,including the social environment and the supporting policy environment related to the policy implementation;Furthermore,we should comprehensively improve the policy implementation level of the review subject,introduce multiple subjects and strengthen the construction of network administrative capacity.Finally,we should pay attention to enhance the recognition of target groups,rely on industry organizations to enhance the professional level of the review,improve the review methods,and flexibly formulate more scientific review programs.
