Effect Evaluation Of Ecological Compensation

Yunnan Province formulated the "Yunnan Ecological Environment ConstructionPlan" in2000. From the perspective of the prevailing ecological protection andconstruction of Yunnan Province, the plan focus on the increasing in green cover andthe controlling soil erosion during the construction process of the terrestrialecosystems. The planning mainly includes natural forests and other natural resourcesprotection, afforestation, soil conservation, forest, farmland construction, ecologicalagriculture, rural energy construction, key controlling on soil erosion area of Lijiang,of Dali, of Chuxiong, of Zhaotong states. Until2005, based on "the guidance on thedevelopment of circular economy in Yunnan Province", the government introducedthe concept of the ecological compensation and the green economy etc., anddeveloped a "green economy framework Yunnan construction ideas", then recognizedthe value of natural resources and ecological environment. Use of natural resourcesand the environment who damage the environment pays Resources. The other one，Zhaotong region as a poor and backward region in western China’s Yunnan Province，due to natural and man-made reasons,this area is weak ecological basis，Moreimportantly，the deterioration in the ecological environment characterized by erosion,seriously affected the implementation of the western development strategy,contradiction between ecology and economy has risen as one of the majorcontradictions in Zhaotong Regional Economic and Social Development.Based on the current situation, this paper taken the ecological environment statusand the ecological compensation status of Zhaotong areas as background, and takenecological compensation theory and ecological compensation during the stakeholderanalysis as theoretical support, then the paper adopted the empirical analysis, thecomparative analysis, the inductive analysis, literature review and other researchmethods, combed the ecological problems in Zhaotong, do an in-depth analysis from three perspectives of the conversion of cropland to forest, controlling soil erosion andcontrolling environmental pollution. Through a comprehensive evaluation of theeffect of the implementation of ecological compensation Zhaotong quantitative andqualitative methods and comparative analysis of the results obtained: During theperiod of2002-2012, from the whole effect of the implementation of ecologicalcompensation on Zhaotong, the rest periods performed well except the period of2008-2009. The implemention of ecological compensation achieved remarkableresults with the social and economic development and people’s awareness ofenvironmental protection after2009. However, from three perspectives of theconversion of cropland to forest, controlling soil erosion and controllingenvironmental pollution, the empirically results of the three typical detailed analysisis not significant when it compared with the results of the overall analysis during2002-2012. Specifically, the whole empirically results are significant in terms of theimplementation policy on conversion of cropland to forest during2002-2012; theimplementation effect has become more volatile during the past11years and theeffect is more sensitive and more dependent on the policies and related capitalinvestments in terms of controlling soil erosion; In controlling environmentalpollution, making reference on imposing sewage charges, the study found that therewere short-term effects existing in the Zhaotong area, while the implementationeffects are not sustainable. In addition, by comparing with the result from quantitativemodels, this paper illustrates the deeper reasons; by comparing the analysis results,concerning the historical and contemporary situations of the implementation ofecological compensation in Zhaotong Area, this paper supplies the feedbackinformation in the conclusion part for the implementation of ecological compensationin the area, and gives the suggestions for Zhaotong Area for the harmoniousdevelopment of the economy and the ecological protection.
