The policy of ecological protection redline is a major strategic arrangement put forward in the process of promoting the construction of ecological civilization in China.By the end of2020,the redline of national ecological protection will be fully delineated,how to scientifically and effectively evaluate the implementation efficacy of the ecological protection redline and strengthen the optimal control of the ecological protection redline is the focus of the next step.Based on this,this paper discusses the function of ecological protection redline to regional ecological security from the perspective of production-living-ecological spatial competition conflict,and introduces DPSIR conceptual model to construct the evaluation system of ecological protection redline implementation.In addition,the key of ecological space is identified from the perspective of regional ecological security.Firstly,through the comparative analysis of the spatial and temporal evolution characteristics of production-living-ecological space in Tianjin before and after the implementation of the policy of ecological protection redline,it is found that the competition of production-living-ecological spatial resources is the main factor affecting regional ecological security.Before the policy of ecological protection redline control,Tianjin production space and living space showed a rapid expansion trend,ecological space was maliciously occupied,after the policy of redline control,not only increased the area of ecological land in the region,It also inhibits the expansion trend of non-ecological space to some extent.Secondly,based on the quantitative evaluation of the implementation effect of Tianjin ecological protection redline,it is found that the driving force,pressure index,state,influence and response index of Tianjin are lower than before the policy control of ecological protection redline,and the implementation of ecological redline policy alleviates the carrying pressure of regional ecosystem,improves the state of land and space pattern and regional ecological environment,and effectively guarantees the regional ecological space security,and inhibits the development trend of non-ecological space to ecological redline area to a certain extent;According to the results of comprehensive index analysis,under the control of ecological redline,the ecological situation of Tianjin has been greatly improved,not only within the redline area of ecological protection,but also in Tianjin 75.04% of the regional ecological protection redline implementation results are particularly significant.Thirdly,It is found that 41.03% of the land in Tianjin belongs to the key ecological space land,in which the bottom line key ecological land area accounts for 5.80 and the buffer key ecological land area accounts for 10.17.This kind of area belongs to the core area of maintaining regional ecological security.Based on this,the optimization model of ecological protection red line is constructed,eight types of ecological protection redline optimization are identified,and from the point of view of ensuring regional ecological security and improving the implementation effect of ecological protection red line,the optimization of land use types within ecological protection red line is put forward,and the control measures of key ecological space not classified into key ecological space,permanent ecological protection area and ecological red line are strengthened,and the optimization adjustment suggestions such as the status quo of land plots not classified into key ecological space,permanent ecological protection area and ecological red line can continue to be retained.
