Since1949, the administrative units temporary employee system of China can be divided into four stages. The number of temporary has been increasing. They are a part of national executive power, but also subject to dispute, their career development issues arise more and more. In this paper, the research method is questionnaires and in-depth interviews. To study the working conditions of administrative unit’s temporary in Jinhua, analyze the questions of management system (such as lack of uniform incentive mechanisms, recruiting exit mechanism&poor treatment), career development difficulties (such as no positioning, no prospects, no training, no convergence&inefficiency), thereby seeking the approach to stimulate the temporary work performance.Through research, we propose to establish performance appraisal system&structural wage system, to carry out career planning&mental stimulation&diversified way of employment and so on.In these ways,we can improve the incentive system in the application of administrative units, thereby to increase the temporary’s work performance, to create a fair employment environment, to allocation of social resources impartiality. |
