The specialized technical officers in basic units are the important part of the military personnel.They play a key role in the application of military theory and the promotion of scientific and technological military achievements.They are good for the construction of talents and the improvement of the core competitiveness of the army to accelerate the capacity building of specialized technical officers of grassroots units as well as to plan and to manage them with advanced occupation career management concept.This paper introduces the related theory of occupation career management,analyzes the development status of domestic and foreign occupation career management,and points out that the study of occupation career management is not enough and our army has not formed a complete concept and system of occupation career management.Mature scales,including organizational career scale,career growth scale,as well as turnover intention scale are adopted in the study.And the investigation has been carried out on the basis of questionnaires issued to the technical officers at the basic level of D troops.Based on the analysis of the survey data,this paper grasps the present career development status of the technical officers.The results show that the evaluation of the professional career management is not high.The officials don't feel satisfied with their own career development.Besides,some of them have higher turnover intention.Through the analysis,this phenomenon is mainly caused by the imperfection of current system of occupation career management.There are many problems in skill level standards,promotion means,salary and welfare,skill training,retirement from active service etc..In view of the above situation,this study proposes to revise the current occupation career management system,and to build a system of military occupation with a mutual support core framework composed of job classification system,appointment system,occupation education system,treatment guarantee system,retirement treatment system.This paper proposes to provide guarantee for the long-term development of the specialized technical officers of grassroots units by the way of setting positions scientifically,clearing job qualifications,broadening the occupation development channel,planning officer growth path reasonably,implementing separate examination and appointment systems for officer selection,carrying out incentive compensation,constructing reasonable occupation education system,expanding retired resettlement ways to improve the occupation career management system.
