Since the Sixteenth National CPC Congress, the Government has carried out the performance evaluation system in the administrative units, the purpose of which is to raise the administrative efficiency of public sectors and strengthen the incentive and supervision functions of the government. After years of practice, the performance evaluation system has been initially formed in the administrative units and played an important role. As the important component of Chinese public sectors, the public institutions have also implemented the performance evaluation system. However, because of the diversity and complex personnel of public institutions that are involved in a range of industries, the current performance evaluation system does not make obvious effect and is a constraint to the scientific development, institutionalization, normalization and modernization of public institutions.This paper takes the performance evaluation system of the China Rescue and Salvage (CRS) as the reserch object, analyses the present situation of the performance evaluation system of public sectors, discusses the prominent problems of the performance evaluation system of public institutions and analyses their causes, learns the successful experience by combining the status quo of the performance evaluation system of CRS and proposes improving countermeasures of pertinence and generality.This paper discusses mainly in the following aspects:1.The paper starts from the analysis of the theories and present situation of the performance evaluation system of public sectors, defines the concepts and summarizes the performance evaluation researches and cases of domestic and overseas civil servants.2.On the basis of extensive data collection, the paper analyses the shortages and problems and their causes of the performance evaluation system of public sectors with a combination of the practice of implementing the general mode of the performance evaluation system in CRS.3.The paper learns experience from the practice of the performance evaluation system in CRS and tries to establish a comparatively scientific, fair and comprehensive system in accordance with the CRS characteristics, which can provide reference for the performance evaluation of public institutions in China.
