Research On The Performance Evaluation Of PPP Projects In Elderly Care Institutions

With the grim situation of population aging in China,if the social demand for pension projects relies solely on government investment and resource allocation,Whether it is the amount of resources provided by the government or its quality and efficiency,it is far from meeting this trend.Since 2012,China has vigorously promoted the public-private-partnership(PPP)in the pension service industry,and encouraged PPP to be used in the pension service industry.On the practice of PPP of pension construction,on the one hand,the market has a lot of demand for pension services.On the other hand,the government encourages the private capital to join in the construction of pension PPP projects.As a result,in recent years,there has been a substantial increase in China's pension PPP projects."Home-based,community-relied,institution-supported" is advocated three kinds of pension model by the government,according to the data of the end of 2016 obtained from the national PPP comprehensive information platform project library of China Public Private Partnerships Center(CPPPC).Among them,pension institutions have the largest number of service groups and the largest proportion of the number of pension PPP projects.The most representative is the choice of "institution-supported" for the construction of pension PPP projects.Therefore,it is an important issue worth studying seriously how to use the performance appraisal to understand the achievements and deficiencies of such projects,propose solutions to improve and achieve the project's expected goals.In the thesis,it summarizes the concepts of pension institutions,PPP of pension institutions,the operation process of PPP projects of pension institutions,the performance of PPP projects of pension institutions,based on the theory of public goods and the theory of stakeholders,in combination with the "4E Principles".Through the literature review,we identified four performance objectives of PPP projects of pension institutions "the financial status of project,the environment and atmosphere of project management,the reliable quality and service of project,the impact of project".Then,according to the performance target,using the logical process of input-output and the stakeholder perspective,identify the influencing factors,and then pre-determined 28 performance indicators;subsequently,using the questionnaire survey method,through statistical analysis of the data,the indexes were optimized,and finally 26 indexes were retained to form the performance evaluation indexes system for pension institutions.Based on the data of the questionnaire,the thesis firstly uses the entropy method to get the weight of the index,and finds that more important six indexes for the pension agency performance evaluation indexes system "the government subsidies according to the agreement,the effectiveness of the incentive mechanism,the macroeconomic environment,the environment of political and legal,the definition of property rights of contract documents,reasonable franchise period "and so on;And then use the entropy additive property to calculate the weight of the performance target "the financial status of project 0.27;the environment and atmosphere of project management 0.407;the reliable quality and service of project e 0.158;the impact of project 0.165".The results show that the "project management environment atmosphere" has a greater impact on performance.At the same time,the thesis introduces the "matter-element analysis method" to establish the performance evaluation model of PPP project of the pension institutions,selects the PPP project of a pension institution for performance evaluation and evaluation results analysis,and verifies the feasibility of the evaluation model.Finally,we put forward suggestions and measures to promote the performance evaluation of PPP projects of pension institutions from the four aspects of”creating a good macroeconomic environment”and so on.In view of the author's knowledge and ability,there are some deficiencies in the research results.However,the results of this study have certain practical value for government department,the private sector,the public and third-party evaluation agencies to implement the performance evaluation of the PPP projects of pension institutions.It will also help to enrich the performance evaluation index system of PPP projects and evaluation methods and other related content.
