| Institutions in China are a huge system and have been widely criticized by the public and have also increasingly restricted the coordination of economic and social development for their poor performance, backward management, heavy burden and social dissatisfaction for a long time. To enhance the level of service performance of institutions in our country, the article studies performance appraisal of institutions in the management form of Super-Ministry System, accordance with the requirements of "combined with the reform of the administrative system and the reform of government institutions, especially explore Super-Ministry System with organically integrating the functions" in the "Guidance on the Sub-category to Advance the Implementation of the Reform of Public Institutions".The article makes case studies under the jurisdiction of Haidian District Public Committee and on the basis of performance appraisal practice to the public welfare institutions. The text is divided into five parts:The first part is an overview of the status quo of performance appraisal of institutions and research method, framework and technology roadmap of the thesis. The second part is an overview of related concept, connotation, reality necessity and feasibility of the comprehensive performance assessment of the public welfare institutions. The third part makes case studies for the example of the performance appraisal of institutions in Haidian District Public Committee and introduces its performance appraisal system, program content, result and experience. The fourth part studies problems and countermeasures of performance appraisal of public welfare institutions in Haidian District. The fifth part summarizes briefly research contents and key points of the full text.The studies suggest that nonprofit, comprehensive and systematic characteristics of the current performance appraisal of institutions in China have become increasingly prominent. For example:since2005, Haidian District Public Committee has born the organized functions of health and culture institutions at the same time, and actively explored management of the cross-sectoral institutions, and performance assessment has shown characteristics of Super-Ministry System, the more prominent features of public and systematization. It has broken the traditional indicators framework by the main line of business work and reshapen new indicator system of performance appraisal of institutions starting from concept of sustainable development of institutions, with a strong versatility for institutions of different industries.On the basis of summing up the early experience, the text proposes specific recommendations about problems for the current performance appraisal of institutions. The text insists that performance appraisal of public welfare institutions must be integrated with the administrative system and has a integrated propulsion. To change the status quo of multisectoral indicator overlap and conflict, the key is to further deepen the reform of the administrative system; to alleviate the method defects in the performance appraisal, the key is to further promote the information technology; to strengthen the effectiveness of the performance appraisal, the key lies in scientific applications of examination results, and promoting the continued dynamic management of performance evaluation of institutions. |
