With the continuous progress of our society and the continuous improvement of economic strength,the people's demand for public services is also increasing,which makes the voice of the reform of institutions will also be enhanced.The reform of institutions is not a simple process,the reform involves all aspects of the institution.This article will put forward some ideas for the reform of performance appraisal institutions,providing the research basis for the reform of institutions.As one of the methods of enterprise performance management and balanced score card,formed in 80-90 in the last century,after continuous discussion and verification of many enterprises and experts,the expansion of the scope of application,the feasibility of the introduction of state-owned enterprises and institutions will continue to be verified.At the same time,because of the balance of the characteristics of the balanced scorecard,the application of the balanced scorecard.At the same time,with the background of the reform of the performance management system in our country,the innovative research is more time and realistic.Because of its special environment and status,the introduction of the similar theory and experience of enterprise performance evaluation will be a bold and useful innovation.This paper will take the XD Road branch as an example,to find the shortcomings of existing branch performance management system,the performance evaluation of the existing projects but not comprehensive,weight setting unreasonable problems,analyze the reasons,as a branch of introduction of its performance assessment of BSC system,management and decision-making mechanism to adjust XD the Road branch,bring new vitality to the development of branch,to better serve the local people.At the same time as the Yunnan Provincial Highway Bureau under one of the 126 branches,a set of XD Road branch feasible performance appraisal system reform in our province highway maintenance institutions will also very value of application and promotion.This paper will take XD Road branch as an example,consider the Balanced Scorecard performance evaluation system into the public welfare institution performance evaluation system,at the same time for the institutions of its own characteristics,to analyze and study the feasibility of introducing the basic theory,implementation and possible difficulties.First of all,this paper introduces the theory of strategic management,performance management,and balanced scorecard and so on.Then a full analysis of the XD Road branch current performance evaluation problem,which did not fully consider the requirements of the parent organization,no local relationship for consideration,evaluation index is not scientific,not to establish a perfect communication mechanism and so on.Then,it analyzes and makes clear the strategy of XD highway sub Bureau,which lays the foundation for the determination of each index of the balanced scorecard.Then,according to the four dimensions of the balanced scorecard,a collection of features of XD Road branch,the four dimensions of the Balanced Scorecard revision as the parent organization,service object,internal processes,learning and innovation of the four indicators.Clear index after the most important thing is to clear the index weight,the weight of the correct,namely that the corresponding index for the degree of a different and important unit,a correct weight will also directly affect the rational evaluation index system and the whole.To this end,this article through the questionnaire to solicit the opinions of all levels of staff,and the use of AHP to calculate the weight of indicators.Finally,according to the initial establishment of the performance appraisal system,just think of the assessment system can be applied in what areas.Analysis of the system if implemented,XD Road branch implementation of the Balanced Scorecard performance evaluation system of safeguard measures,mainly from the reform,the establishment of scientific post salary system,and combined to ensure the implementation effect of the balanced scorecard.Finally,considering the performance evaluation system such as will serve as a kind of reform,will face difficulties and problems,namely the appraisal system still has great subjectivity resistance in a certain period of time there has been a high cost and reform.In a word,the Balanced Scorecard performance appraisal system used in the performance appraisal of institutions,especially the reform of public institution performance evaluation will be an exploration of great significance,which is expected to implement the Balanced Scorecard performance appraisal plays a certain reference value for domestic institutions.
