The Innovation Research Of China’s Food Security Supervision System

Food security is a matter vital to national wellbeing and the people’s livelihood.Although governments at all levels take a variety of measures to formulate relevantlaws and regulations and policies in order to enhance food security supervision, andstructure food security supervision system initially, and take strict precautions againstfood security accidents. In recent years, it makes clearly that there are seriousdeficiencies and defects in China’s food security supervision system owing to foodsafety accidents occur frequently and produce serious effect. On the realisticbackground, this paper analyses comprehensively the main problems consist inChina’s food security supervision system by using related theory and case analysis.These problems like imperfect food security supervision system, food safety policiesto be perfect, slack law enforcement, weak food safety supervision capacity, and foodsecurity standards system has not yet formed. This paper analyses deeply the materialcauses result in those problems consist in our country’s food security system. Whichinclude the power and duty and benefit relations among governments at all levels arenot clear, deficient accountability mechanism to governmentluo, serious localprotectionism, the lack of financial investment and relatively backward science andtechnology in food security supervision. Pointing at the actualities, problems andreasons of food security supervision in our country, this paper proposescountermeasures and suggestions to innovate food security supervision system byanalyzing and drawing on the experience of the food security supervision system indeveloped countries like America, Canada and Japan and so on. Thesecountermeasures and suggestions consist of regulating the policies and enforcing thelaw strictly; building centralized and unified supervision system; practicing andperfecting food security supervision mechanism actively; perfecting accountabilitymechanism; strengthening the construction of the standard system; regulating the foodrecall system and traceability system construction; enhancing the supervision capacityand the support system construction of science and technology; matching reasonablypower and economic rights and strengthening the motility of local governments;intensifying food safety management in basic levels and perfecting performanceevaluation system.
