The Perfection Of Chinese Import Food Security Supervision Legal System Under The Framework Of WTO

How quickly time flies! It has been more than 10 years since China joined WTO,Chinese food market has had a course of continuous opening to the outside world over the fleeting period. Currently, Chinese food import industry is in the ascendant,import food can be seen everywhere, whether it is supermarket or roadside store, the demand for it is also increasing year by year. However, it's worth noting that a series of import food safety scandals broke out in recent years, which rings alarm bell to the authorities concerned. Perfecting the relevant supervision regime is a task which brooks no delay.Chinese food security regulatory system has been substantially improved after the first amendment of “ Food security Law ” and its implementation. However,some deficiencies still exist in the field of import food security regulation. Thereby,this study will be divided into the following parts, and finally offer the proposal of how to perfect Chinese import food safety supervision legal system under the framework of WTO:Chapter one: The introduetion. The research background, significance and innovation point are mentioned.Chapter two: The fundamental theory of import food security administration.This section introduces firstly some basic concepts, and then compares the import food security administration system with the supervision regimes in some other field to reveal the distinction between them and the former's characteristics.Chapter three: The agreements which adjust import food security administration in WTO. It mainly talks about the WTO's demands to each member on import food regulation.Chapter four: The status and deficiencies of Chinese import food safety supervision legal system. This is one of the focus parts of this article, it combines the status of current legal system with the agreements which are mentioned in the previous chapter, points out the deficiencies in current regulation regime from two aspects including standard system and quarantine system.Chapter five: The proposal of how to strengthen Chinese import food security regulatory system. This part is the conclusion of this article, here it takes the agreements which are mentioned previously as the criterion, puts forward recommendations to perfect Chinese import food safety supervision legal system under the framework of WTO from multi-aspects.
