Food is the paramount necessity for people and safety is the primary care neededto be considered. The saying well explains the importance of food to human survivaland development. Food safety is concerned with the life and health of all people.Undoubtedly, it is the top priority for all the ordinary people whether it is guaranteed.However, the food safety incidents continuously happened in recent years, such as thetypical ones—Clenbuterol Event in Guangzhou province and the Sanlu milk powderincident and so on, not only posed a serious threat to consumers’ health rights, butalso disputed the normal order of market economy to a certain extent. Admittedly,China has adopted a series of major initiatives to promote food safety. For example,Food Safety Law was promulgated in2009. In2010, food safety committee under theState Council was established and a national assessment center on food safety riskwas set up in2011. However, the situation of China’s food safety is still not optimistic.All kinds of illegal information on food safety can be heard everywhere. The reasonfor it is that China is in the transformation period of development at present, also inthe course of transforming from the supply of food to ensure food security. Thetraditional food safety regulatory system is no longer adapted to the needs of itsdevelopment. In view of that, to strengthen and perfect the food safety regulatorysystem in China is especially important and meaningful.The paper can be divided into six parts. The first part is the brief introduction ofthe thesis, including the source and significance of the topic, literature review at homeand abroad as well as the contents and the methods. The second makes a deep analysisof the legal basis of food safety regulatory system and explores the modernconnotation of food safety together with the value of its regulatory system. The thirdone is the investigation about the present situation of China’s legal system of foodsafety supervision. It makes a review of the typical incidents of food safety in recent years and analyses the current supervision mode of food safety and finallysummarizes the reasons for the problem of China’s food safety regulatory system. Inthe fourth part, the supervision systems of food safety in developed countries andareas are analyzed. Based on the above analysis and summary, the fifth is a reflectionof how to perfect the legal system of food safety supervision in our countrycombining with China’s national conditions at the present stage and the status quo ofcurrent food safety regulatory system. Finally, the paper comes to its conclusion,summarizing the innovations and the shortcomings of this study and hoping to putforward some constructive suggestions for the theory and practice development ofChina’s food safety regulation.
