Food safety is one of the most important substances for human survival and development.Food safety is related to the vital interests of the public.As a traditional characteristic product,food produced by small food workshops plays an irreplaceable role in people's daily life.In recent years,food safety problems emerge in endlessly in small food workshops,so it is necessary to supervise small food workshops.As far as Pingyang County is concerned,due to the government's attention to food safety in the field of food production,food production enterprises have gradually standardized,and there are many small workshops,involving a large number of food types.At present,certified food small workshops have low,small and scattered practical problems,the owner's general education level is low,and the enthusiasm for transformation and upgrading is not high;in remote areas and urban-rural integration In some areas,there are still many undocumented small workshops that are not included in the regulatory system of the government departments,and the potential food safety risks cannot be underestimated,so the author chooses to study and explore them.This paper takes Pingyang County,which has 127 small food workshops,as the research area,and Pingyang County food workshops as the research object.Through the combination of on-the-spot investigation and literature analysis,this paper analyzes in detail the current supervision status of small food workshops in Pingyang County under the background of the implementation of the "three small and one stall" management regulations in Zhejiang Province,from the supervision subject,supervision means,supervision There are three problems in the management of objects: one is the single supervision subject,the low level of specialization of supervision team,and the limited investment of government funds;the other is the traditional supervision method,the problem of selective supervision,the lack of operability of supervision means,and the lack of mandatory supervision behavior;the third is the poor enthusiasm of the improvement of supervision objects and the low awareness of food safety.Based on the study of the problems and their causes,this paper puts forward some suggestions on the basis of the practice of Pingyang food production small workshop supervision: first,strengthen the responsibility of supervision subject,strengthen the power restriction,improve the coordination and linkage ability between other departments,and establish an open and transparent information platform;second,implement the responsibility of supervision object,form the self-discipline of small workshop,and improve the food safety of small workshop owners The whole knowledge level is promoted by means of rewards and punishments,which forces the transformation and upgrading of black workshops,and guides small food workshops to explore new ideas for development.The third is to enrich supervision media,expand social participation,form social co governance,guide the establishment of industry associations,introduce third-party supervision,and form a situation of social co management.In this paper,through the research on the problems and Countermeasures of the supervision of small food workshops in Pingyang County,I hope to provide some help to the improvement of the government supervision ability of small food workshops in Pingyang County at present,and also to provide some reference for other regions with the same supervision problems.
