| As the different kinds of crisis happen in recent years, crisis management is anew concept which has been noticed in domain of public management. In the21stcentury, many countries are highly concentrating on construction of public crisisresponse and improvement of Crisis management system due to a series of seriouspublic crisis occurred, such like Russian hostage crisis,“the Paris riotsâ€,"SARS", andSomali pirates. Governments of different countries are the first one who need face theproblem when crisis happen. Currently, all countries over the world have to face somemain problem: how to promote the ability of crisis management for local governmentat all levels, and how to promote consciousness of crisis management for localgovernment and citizen and so on. However, China is still not perfect and immature inthe theory and practice of crisis management. Moreover, the local governmentsalways adopt the management mode which is more decentralized due to lack ofconsciousness of public crisis management by our government. Thus, our countryshould sum up the experience of the crisis management from our country and foreigncountries to make up the shortcomings. This paper mainly discusses the ability ofresponding the public crisis by our local government. There are also three advantagesof promote the ability of public crisis management by our local government: preventthe crisis, minimize losses, and optimize system of public crisis management.This paper has five chapters, the first chapter is introduction, it describes thebackground and significance of the research, and research status quo in domestic andoverseas. The second chapter describes concepts related to local government, publiccrisis management and ability of public crisis management by local government atfirst, then，explains how to improve the ability of public crisis management by localgovernment on the basis of related theoretical materials. The third chapter will noticewhat the public crisis management our government faces at current stage and thereasons why it happen. The forth chapter makes use of the comparative method inanalysis. It illustrates the status quo and characteristics of public crisis management indifferent countries such as the United states, Japan and Russia separately and howthese improvement methods which be utilized in responding the public crisisenlighten our country. The fifth chapter is also the main part of the thesis, it mainlyillustrates the principal of how local government manage the public crisis and thepolicy of enhance the ability of public crisis management.
