Recently,the case of public crisis happen frequently,such as energy crisis,environmental pollution,ecological destruction,population pressure,social employment,terrorist attacks and so on,which gives test and pressure to the government around the world.The ability of local government to deal with public crisis is one of special form to deal with crisis in public administration,which consists of crisis prevention,crisis management,risk assessments and post-crisis recovery elements.With the process of globalization at an unprecedented rate,depth and breadth and the economic progress of our country,water contamination crisis constantly makes potential threats to the ecological environment and the development of economy and society of our country.Based on the theory of public crisis management,by illustrated the ability and problems of Quzhou government to deal with the water pollution,analysis the source of problems of local administration currently and provide some advice,in order to rich the theory of public crisis management,provide theoretical basis and suggestion for government,and improve the professional knowledge and the ability of civil servant to deal with public crisis.The thesis is divided into five parts.The research background and significance of the topic,the main research of public crisis at home and abroad and the research method are included in the first part.In the second part,by the definition,characteristics reveal some aspects such as grooming of public crisis and the government public crisis management theory.In the third part,through the case of prevention water pollution in Quzhou,analysis the current situation and disadvantage in public crises management.In the fourth part,by comparing the United States,Japan and other countries in crisis management in public relevant experience,combined with the status quo in our country,analysis the current crisis in our government.In the fifth part of the text,by summing up the previous issues,and explore the path in our country to enhance the capacity of government crisis management and look forward to the future of government capacity-building. |
