Research On The Efficiency Of Cultural Industry In Hubei Province

In the process of economic globalization, many countries pay more attention to cultural competition, and the cultural industry also becomes the focus of public interest. The cultural industry, a rising industry in the21st century, is among the most rewarding industry. The cultural industry in China has developed rapidly in recent years, and the proportion of cultural industry in the national economy and people’s life is increasing.Hubei province has abundant cultural resources,but the development of the cultural industry is not satisfactory, and it is worth pondering.The purpose of this paper is to analyze the efficiency of the cultural industry in Hubei province. The paper first reviews the theories about the cultural industry from the scholars of the domestic and foreign. Then, the paper summarizes cultural resources owned by Hubei province and analyzes the current situation of the cultural industry in Hubei Province. According to the data of2005-2009in Hubei province, the paper uses the method of DEA-malmquist from two aspects of static and dynamic to analyze the efficiency of the cultural industry in Hubei province. The static-aspect,mainly analyze the technical efficiency, pure technical efficiency, scale efficiency. The dynamic aspect, mainly analyze index of technical progress, index of technical efficiency, index of pure technical efficiency, index of scale efficiency. From the empirical results, there are following conclusions:(1)The efficiency of cultural industry in Hubei Province is not high and ranks below the middle, there is a certain gap with the optimum level.(2) DEA analysis shows the efficiency of the cultural industry in Hubei Province isn’t effective. Malmquist analysis shows technical level of the cultural industry in Hubei Province is in a recession. Therefore, Hubei should improve technical level of the cultural industry, increase the technological application and improve efficiency.(3) In order to improve the efficiency of the cultural industry, Hubei Province should adjust the inputs and outputs from the structure, the main aspects are to reduce redundant investment and increase output.(4) The effect of fixed asset investment on the efficiency of the cultural industry is not significant. Shanghai’s fixed asset investment is less than Hubei, but Shanghai’s efficiency is effective. Fixed asset investment is not the main factor of the efficiency of the cultural industry.(5)The relationship of the efficiency of the cultural industry and regional economic development is not obvious. Tibet which is a developing area has high efficiency of the cultural industry. While, some developed areas have low efficiency of the cultural industry, such as Beijing.
