Study On Efficiency Evaluation And Promotion Of Cultural Industry

As a special economic form,cultural industry has become one of the most influential forces in the reform and development of the world economy.It has important strategic significance for the transformation of China’s economy from high-speed development to high-quality development,and it is worth our in-depth study.In the new era,new opportunities and new challenges,how to achieve the development goals of national cultural undertakings,stimulate the power of innovation in the national cultural industry,and promote the transformation of cultural undertakings to high-quality development is a hot issue of concern to all sectors of society.This paper aims to evaluate and analyze the input-output efficiency of China’s cultural industry with quantitative method as the main method and qualitative method as the supplementary method.Firstly,on the basis of deeply understanding the research background and significance of contemporary cultural industry,two index systems of input and output are constructed.Secondly,according to the current situation of the national cultural industry,the input and output index system is given specific variables;Then,using the data envelopment analysis method,the input-output efficiency of all provinces and cities in China from 2016 to 2020 is econometric analyzed,and the empirical conclusion is that most provinces and cities lack efficiency of cultural industry,leading to the low comprehensive efficiency is mainly caused by pure technical efficiency rather than scale efficiency.On this basis,Malmquist model is used to analyze the total factor productivity of China’s cultural industry from the dynamic perspective,and it is concluded that the contribution rate of technological progress to the development of cultural industry from 2016 to 2019 is greater than that of technological efficiency.With the outbreak of COVID-19,the contribution rate of technological efficiency of cultural industry begins to be higher than that of technological progress.Then,the technical efficiency was further separated to conclude that before the outbreak of the epidemic,the impact of pure technical efficiency on total efficiency was higher than that of scale efficiency,and the impact rate of industrial scale was higher than that of pure technology on industrial development under the impact of the epidemic.Finally,based on the current situation of the national cultural industry,suggestions are put forward for the development of the cultural industry in various provinces and cities in the post-epidemic era,such as improving the system of the cultural industry,increasing investment and financing in the cultural industry,and formulating reasonable talent introduction plans.
