’combining medicine with education’means the combiniton of modern rehabilitation medicine and special education which include idea, principle, form and method.’combining medicine with education’gives priority to education while medicine acts as method. In2011, Herbin Liaoyuan School, Shanghai Number Four Deaf School and other eighteen special education school were titled as ’Theexperimental base ofmedicine-educationcombinationspecial education school nationwide’. They took the lead in practicing the medicine-education model, and use the medicine-education theory to guide practice, in order to broden the the education and rehabilitation methods for children with special needs.Through the questionnaire survey we found thatchildren with special needs can be evaluated more sicentificly under the medicine-education model; There exists large amout of children with special needs who required for speech rehabilitation while the existing resource recovery cannot meet the damand. Compared with students in non-experimental schools, students in experimental schools receive speech rehabilitation more requently, and their documents are better organized. Teachers need moreinternal and external theory training and practice instruction. Most practitioners are young and middle aged teacher. The learning atmosphere is better in experimental school, eachers’ subjective initiative is stronger, and home-school interaction is more closely.The difference caused by medicine-education model are measured by the change of objective paremeters including respiration, phonation, resonance, articulation and phonetics. This survey verified the effectiveness of medicine-education model in speech rehabilitation for children with special needs.
