A Research On Development Strategy Of S Hospital’s Partnered Guidance Of Medical Technology

In the Advices on the Deepening of the Reform of the Medicine and Healthcare System issued by the State Council, community healthcare service centers are considered as the basic units of the new type of urban medication and health care system. In the new round of medical system reform, guidance provided for community healthcare service centers is a fundamental obligation of major hospitals as public welfare institutions, turning the competitive relationship into a cooperative and mutually beneficent one. One of such explorations is the major hospitals’"partnered guidance of medical technology" to district community healthcare service centers. Using the business development strategy analysis, the research aims to make plans for the S Hospital’s partnered medical guidance, showing that the implementation of such guidance helps to improve the technical skills and services of grass-root healthcare institutions, and enables the major hospitals to centralize resources, build new regional medical ecology and continuously improve the medical treatment level of the whole region.Based on statistical analysis of the S Hospital’s partnered guidance of medical technology to community healthcare centers in the QYQ region from2010to2013, the hospital business development strategy theory, major national policies on the reform of medicine and healthcare system, and development strategies of advanced domestic hospitals, with such tools as comparative analysis, SWOT Strategy analysis, the article examines the status quo (strengths, weaknesses, opportunities and threats) and existing problems of S Hospital’s present practice of partnered guidance, probing into such issues as the strategic goal, positioning, thoughts and strategic choices of such guidance, as well as relative safeguard measures, critical control points and expected objectives.It is suggested that to promote the partnered guidance cooperation between the S Hospital and community healthcare service centers in QYQ district, the hospital should broaden the ways of partnered medical guidance, carry out standardized training of general practitioners and clinical nurse specialists, and guidance of extended community nursing, make reasonable use of its advanced scientific, technological and treatment capacity, establish and improve the quality appraisal standards and the effect evaluation system of medical technology, and establish the two-way referral green channel within the district. It is concluded that a regional medical cooperation mode should be formed in which major hospitals play the core role in promoting the progress of regional community healthcare service centers. Meanwhile, safeguard measures need to be implemented and critical control points be identified so as to gradually realize the general goal of the state reform on the medical industry and health care system put forward in the Third Plenary Session of the18th CPC Central Committee.
