| ObjectivesIn this study,based on the method of the literature review,expertsconsultation and level analysis, we analyzed the connotation and structure ofthe nursing personnel competencies in disaster rescue,combining with thecharacteristics of disaster nursing in China,then builded up a evaluation indexsystem of nursing personnel position competency in disaster rescue，which wassuitable to China’s national conditions.To provide the theoretical basis fordevelop scientific and reasonable disaster care staff training plan, and lay thefoundation for disaster care staff educating.Methods1. First the organizers shall develop an questionnaire for evaluation indexsystem of disaster rescue nursing personnel competencies by using literaturereview, theoretical analysis, open questionnaire survey and deep interview.2. Delphi Expert Consultation Method was used to carry out3roundsconsultation questionnaires, to ask the experts for advice about the Indexentries, grade and connotation.3. SPSS13.0software package and Microsoft Excel2003software wereused to analysis data, and calculate the weights of indicators at all levels byusing Analgtic Hierarchy Process(AHP), Eventually build up the systerm ofdisaster rescue nursing personnel competencies.Results1. The recovery rates of the three rounds of consultation questionnaires areas follows,95.83%,100%and100%, respectively, which suggested thatexperts have a high enthusiasm. The experts’ authoritative degree are0.88, 0.89and0.90, respectively, which suggested that experts have goodrepresentative and authoritative.The experts’ coordinated coefficients are asfollows,0.524,0.486and0.451,which suggested that experts have a highdegree of coordination.2. The construction of the system of disaster rescue nursing personnelcompetencies: the evaluation index were assignment by using Likert-typemethod(the most important, more important, important, unimportant, the leastimportant). We shall figure out the mean value, standard deviation, variablecoefficient. Meanwhile, we shall screen and revise indicators according to thescreening criteria(mean value>3.5, variable coefficient<0.25) and expert advice.The system includes4first-level indicator、12second-level indicator、50third-level indicator.3. The determination of index weight: to calculate the weights of indicatorsat all levels by using AHP, to determine whether the index system wereconformed to the requirements of the logical consistency by using consistencycheck. It is generally acknowledged that CR<0.1is conformed to consistencycheck. After three rounds of consulting experts for advice, in this research, thefirst-level indicator (CR:0.0208),the second-level indicator(CR:0.0188～0.0827),the third-level indicator(CR:0～0.0720),which suggested that the index systemin this study were conformed to the requirements of the logical consistency.Conclusions1. The experts involved in the3rounds of surveys are representative andauthoritative.The system of disaster rescue nursing personnel competenciesconnected the characteristics of nursing work with the requirements of disasterrelief, which promoted the development of disaster nursing to standardizationand institutionalization.2. The system of disaster rescue nursing personnel competencies isscientific and practical.In the aspect of theoretical research, to providetheoretical basis for draw up a scientific and reasonable disaster nursing stafftraining program, to provide powerful science protection for establish perfectdisaster nursing personnel training mode.In the aspect of applied research, To carry out disaster nursing education, to improve the disaster medical systemand to cultivate high quality disaster nursing rescue personnel are effectivemeans to reduce disaster losses. The system of disaster rescue nursingpersonnel competencies layed the foundation for cultivate disaster rescuenursing talents, which is helpful to improve the level of disaster medical rescueand promote the development of disaster emergency medical rescue system. |
