Objective:To develop the supervised person satisfaction measurement tool of health inspection by supervised person, and test the reliability and validity of the satisfaction questionnaire, then conduct empirical study on evaluate the satisfaction of the supervised person. Methods:The major content of the health inspection, the study on item of the health inspection performance, the official documents on the standards of behavior of the health supervision members were reviewed and analyzed with the literature interview method and cross-sectional study. Group discussion was used to establish the item pool for satisfaction. On the basic of ACSI model,18experts were counseled for the importance and feasibility of the pool item, and determined the major item and the weight. Combining the analysis results of pilot test of49supervised persons and experts’opinion, the version of satisfaction questionnaire for testing was developed. Using stratified random sampling,373supervised persons were selected to finish the questionnaire, and reliability and validity of the version of applied questionnaire were analyzed based on the empirical study.Results:(1) The version of applied questionnaire involved five dimensions:public message, expectation, perceiving quality, public satisfaction and loyalty.(2) Reliability testing showed that the split-half coefficients of all same item was0.923, profession’s split-half coefficients were from0.745to0.954. Cronbach’s a coefficient of total items was0.939, professions Cronbach’s a coefficient were from0.853to0.957. Test-retest coefficients for each dimension were from0.808to0.975, the total item was0.975. (3) The result of confirmatory factor analysis by structural equation model showed:GFI, CFI and NFI were above0.9, and RMSEA was0.075, less than0.08. The finding of the study indicated that satisfaction questionnaire had excellent validity.(4)The empirical study on supervised person satisfaction showed that the average satisfaction of supervised persons was79.97%(95%CI:78.77%,81.18%).Conclusion:(1) Based on ACSI model, the supervised person’s satisfaction questionnaire on health inspection work involved five dimensions such as public message, expectation, perceiving quality, public satisfaction and loyalty, and referred six domains such as food safety, drinking water health, public places health, school health, radiological health and medical service. The satisfaction questionnaire had the better reliability and validity. It can be used to evaluate the external reaction effect of health inspection work.(2) The total satisfaction index of supervised person on health inspection work was79.97%, the satisfaction index about radiological health was highest, and that of public places health was lowest.
