Objective This essay is aims to exploring new reform after the implementation ofnursing human resource management problems and solutions. With the developmentof the medical model and the deepen reform of medical and nursing managementmode, the main disadvantages in China at present are: all kinds of nurses are busy innursing, basic nursing, nurse, treatment, prevention, health care, teaching andresearch work, the responsibility of the nursing staff from each level is not clear,which can not fully reflect nurses’ ability of practical work from different level.Moreover, the separation rate is high, which causes the loss of many talented people.After learning from foreign experience, the energy level system as the core ofnursing human resource management mode can effectively overcome this problem.However, our country is lack of a number of qualified nurses to support the newnursing management mode; this could be settled through targeted training. Thisstudy tries to come up with a situation: in order to adapt to the new medical reformnurse stratified based on the pattern of advanced level training, which need analyzemodel and countermeasure after the new reform of the nursing human resourcemanagement.Methods This study is a quantitative research, which adopts the modified Delphimethod (Delphi) in Shenyang area based on the pattern of the advanced level3first-class hospital nurse stratified experts to write based on training needs. To startwith, set up a predict leading group on the basis of the literature retrieval andsemi-structured interview to form the first round of the enquiry for the questionnaire.Choose according to the purpose of the research, then hire experts20people,including2nursing education management experts,3nursing education experts,15people in clinical nursing management experts, all of them must have oversubtropical title or master’s degree or above, including clinical nursing managementexperts from all level of first-class hospital. After several rounds of enquiry and feedback of the experts form concentration, with the aim of the new medical reformof nursing work and requirements as a result oriented, the main point of theproblems existing in the analysis of the current domestic nursing work, comparedwith foreign nursing work, then put forward new reform of nursing human resourcemanagement solution, and finally get the result.Results Nurses can be divided into four levels that are primary nurses, intermediatenurses, senior nurses and nursing specialists from newcomers to nursing specialists.The access standard of each level is serious. The training demands are dissimilar fordifferent levels of nurses and will improve with the nursing level rising.1. The training demands for N1level of nurses: They are mainly demands of thebasic nursing demand in the clinical nursing area.2. The training demands for N2level of nurses: They are mainly overall careneeds.3. The training demands for N2level of nurses: They are mainly demands ofspecific nursing and involving in teaching abilities, management abilities, andscientific research abilities.4. The training demands for N4level of nurses: They are mainly nursingdevelopment, emphasizing the demands of management, consulting, researching.Conclusion To start with, basing on the layer classification of the competency ofnurses manage access standards and training demand patterns, we should make themode have good scientific, practicability and maneuverability. Secondly, we shouldmake the layer classification of the nurse training objective, comprehensive and trulycovers of nurses to have jobs at the level of competency, fulfill the requirements ofthe nurses at the level of characteristics and job. Thirdly, accomplish the nurse leveladvanced ability standard and model training at the level of demand, which are inline with the new reform of the management of nursing manpower requirements andclinical actual need. Finally, basing on the pattern of energy level advanced nursecompetency model hierarchy, the model is good to the nurses on-the-job training atthe level of scientific and normative, which provides reference for nursing continuing education training and practice guidance, so that all levels of nurses canhelp the nurse to achieve the effective change roles. At the same time, it can be usedas a range of professional development of nurses and to have a clear plan for yourcareer, which will promote the healthy growth of their career in the future.
