Developing medical and health cause is the necessity of improving people’shealth level. It is a vital strategy to train the talented persons to sustain people’s health.The quantity, quality and professional structure and the distribution of humanresources influence the ability and level of hygiene service. Facing the new trend ofour China, especially the new tasks of system innovation, we must try to improve themanagement of human resources of the hygiene organization. In this way, we canimprove the entire level of education degree and the level of practicing vocation, andimprove the quality of the hygiene staff, and improve the overall ability of JilinProvince, so as to satisfy the needs of the growing demand of hygiene service.Aims: Through the overall survey and research, the thesis aims to grasp the mainissues of human resources in hygiene institutions of Jilin City. Aiming at theseproblems, we will put forward some proper suggestions and strategies, so as toprovide scientific proofs for hygiene institutions and enhance the human resources init.Methods: By adopting survey forms and questionnaires, the thesis makes asurvey on the total number of human resources、human distribution、 human resourceallocation、 human resource utilization and its demands in hygiene institutions of JilinCity. By using Excel setting up a database, the thesis use the software SPSS10.0toanalyze and compare the absolutes numbers and constitution rates of every itemgained in the hygiene institution.Results:1. There is a shortage of talented stuff in hygiene institution. According to thestatistics gained, the survey shows that the total amount of human resources ofhygiene institution in Jilin Province in2011has reached20409, including17903oftechniques of hygiene institution. Averagely, every1000contains4.12techniques.Compared with the number in2010, which is every1000contains4.36, there is a shortage of1021.2. There is an unbalanced Distribution. About20.14%people with a collegedegree or above mainly gather in the central hygiene institutions of the province.The basic level of professor and associate professor of the four regions and fivecounties in Jilin province is1.79%、10.78%and0.94%、6.78%. Compared with thestandard level of7%、14%in our country, there is still a distinct space to fill. Thetotal techniques in Jilin Province reaches7654,and paramedics reach6641. There isa severe unbalance between doctors and nurses. Even if in some central hygieneinstitutions, the rate only reaches1:1.2, only surpassing the average level of ourcountries’ first level hospitals. As to the fields of Pathology, Checking out, MedicalImaging, Nutrition, the shortage of talents human resources are sharper. In the fourregions of Jilin Province, the number of these fields sometimes reach zero.3. There is a big difference of human resources between town and cities. In thecountryside, the techniques’ total number is8053, accounting for44.98%。 That is tosay, every1000persons will only have3.21techniques, which is lower than theaverage number of4.36in our countries’ hygiene institutions in2010. In thecountryside, the human resources who gained college degree only account for10.68%,and52.1%are from secondary technical schools. In the countryside, the humanresource distribution of associate professors or above only account for7.72%. Thereis a shortage of professors, and associate professors.62.93%of the primary leveltechniques are in the countryside or town. There is a big distance of the qualities andlevels of the techniques in cities and in the countryside.4. The structure of the stuff is improper. In Jilin Province, the techniques withhigh degree and high title still are not much, not to mention academicians of theChinese Academy of Sciences and Chinese Academy of Engineering. There are only32who have gained Dr. degree, only accounting for0.18%. They mainly distribute insome central hygiene institutions. In the four regions and five counties, there are notechniques with a Dr. degree. There is a severe lack of talented techniques in countiesand towns. Conclusion: There is a shortage of talented people of Jilin City, and their qualities andlevels need to be improved. What’s more, their distribution is improper, especiallysome towns and counties, and it is very difficult to meet the needs of people for thehygiene services.
