| ObjectiveOn the basis of review and analysis of relative literature on governance,social governance andregulation, the concept such as social organizations,social governance and social governance ofpublic hospital was defined, and the situation of social governance in public hospital in our countrywas comprehend. Then the obstacle of social governance in public hospital in our country wasanalyzed, and the primary pathway to realize social governance in public hospital was explored, soas to provide theory-evidence and data support for policy makers.Methods(1) Literature review. Relative yearly book and articles in Pubmed, Elsevier Science, CNKI andWanFang data were retrieved to comprehend the situation of public hospital governance, regulationof public hospital and the development of social-organizations, thus putting forward the theoreticalbasis of this study.(2) Field survey in typical areas. Person in the know in four typical areas including Xiangyangin Hubpei,Jiangbei in Chongqin, Ningbo in Zhejiang and Sanya in Hainan were surveyed byquantitative questionnaires to know how they view in government regulation and social governanceon public hospitals.(3) Interview with person in the know. By the interview with person in the know in above fourareas, the situation and problems on social organization taking part in government regulation werecomprehended.(4) Nominal Group Discussion. The obstacle factors were explored by nominal group discussionwith persons in the know.(5)PEST Analysis. The factors in policy, economy, society and technology on social governancein public hospital were analyzed.(6)Statistical methods: The software EpiData was used to record the data from the siteinvestigation questionnaire. SPSS17.0statistical software was used for data descriptive analysis.Results(1)Most people(93.8%)surveyed thought the effect of government regulation on public hospital was not sound, especially in the aspects of medical service quality(62.5%) and medicalethics and practices of medical staff(59.4%). Most(81.3%) thought the social organizations did nothave real impact on the governance of public hospital, especially in the aspects of medical ethicsand practices of medical staff(96.9%), medical service quality(71.9%)and medical serviceinformation(65.6%). Meanwhile, newspaper, network or media(79.2%), the medical disputemediation committee (50%)and social supervisor(50%)were accept by most people, and thusbecoming the effective subject in the governance of public hospital.(2)The main factors to hinder social organizations to take part in the governance of publichospital includes advice of social organization were not adopted in hospital evaluation(1st), the lackof legislation safeguard on social governance(2nd), the channel of social governance wereblocked(3rd). What’s more, the drawback of platform, power, information and professional capacity,as well as the problem in management system were also obstacles in social governance of publichospitals.(3)The reasons why social organizations were not developing well were as follows. Firstly,the government does not have enough cognition and clear position on the social organization’sproperty, function and effect. The scientific plan and law guarantee are lacked. Secondly, due to theeffect of traditional idea, the mass does not have correct cognition on the social organization’spositive effect. They hold prejudice and even suspect on the social organization. Thirdly, the socialorganization itself has many troubles, such as the lack of fund, talent and ability, the poor socialeffect and credibility.ConclusionsThe preliminary route to social governance of public hospitals is to shift towardsservice-oriented government in regulation, to order and normalize social governance and to buildthe interactive network among the government, society and public hospitals.Suggestions(1)A responsible, limited and service-oriented government should be built during the reformof governance in public hospital. The separation between government agencies and publicinstitutions, between government administration and business operations should be promoted.(2)The interactive cooperative relationship between government and society should be built to enhance the effective role for social organizations. To provide guarantee of law,policy andinstitution in social governance of public hospitals is key to remove barriers.(3) The social organizations should be cultivated and specified to increase its social credibility.The most important step is to establish a social assessment mechanism and self-disciplinemechanism, so as to strengthen the construction of social organizations and management.InnovationBased on the theory of governance and civil society, the study has analized the obstacles ofsocial governance by the method of Nominal Group Discussion. Finally the route of constructinginteracting government-socirty-public hospital relationship has been put forword. |
