In recent years,with the accelerating urbanization process of modernization,all kinds of public health emergencies frequently.The new epidemic spread rapidly in China at the beginning of 2020,triggering serious public health incidents,severely damaging my country's economy and social life,and severely tested my country's social governance system and economic construction.Combining social workers to deal with public emergencies is a requirement for the modernization of national governance capabilities.It also helps promote social governance and reduce the pressure on government emergency management.However,in the process of responding to the new crown epidemic,a public health emergency,social work participation has exposed many problems,which urgently need to be improved.Based on the literature research method,the author expounds the research results of research scholars on the status quo of community governance and the participation of social work in community governance,and points out that there is a lack of analysis and research on the participation of grassroots social organizations in public emergencies.And combined with the knowledge of public health incidents,emergency management theory,social work access to the space of public health incidents and other theoretical foundations,combined with case analysis,taking X community as the research object,deeply digging into the current situation and problems of epidemic prevention and control in X community,from The analysis of the pre-epidemic,incident,mid-,and post-event stages of the epidemic has problems such as lack of grassroots emergency plans,weak awareness of epidemic prevention,lack of staff,insufficient resource supply,serious management mechanisms,and backward community team building.In addition,analyzing the causes of problems from the individual,community,and government levels mainly includes insufficient awareness of crisis;unclear powers and responsibilities for prevention and control;lack of scientific emergency planning.Subsequently,combined with the experience of social work participating in the governance of public health incidents,the discussion was carried out from two aspects of the necessity and feasibility of social work participating in the governance of public health incidents.And engaged in the pre-,incident,mid-,and post-event analysis of the process of social work participating in the governance of public health incidents,which is mainly reflected in participating in risk assessment;participating in publicity and education;participating in emergency rescue and security work;participating in reconstruction and recovery.In addition,the analysis of the effectiveness of social work participation in the governance of public health incidents is mainly reflected in:cooperating with government mobilization actions;improving community epidemic prevention efficiency;maintaining community order and stability;promoting community participation in multiple sectors.Restrictive factors are mainly reflected in: community residents have many needs and high expectations;social work professionals are in short supply;social work does not form the best synergy with the government;social work lacks emergency management capabilities,etc.Finally,based on the above analysis,we refine practical suggestions for social work to participate in the governance of public health incidents.The functions of social work should be clarified,and the legal status of participating in public governance should be determined;support should be increased to improve the professionalism of social workers;We will increase the construction of professional teams and improve the level of emergency management;scientifically formulate emergency plans,promote grassroots emergency management reforms,etc.,promote the participation of multiple entities in the construction of emergency management systems,and promote the professional development of social work.
