Transformation Of Township Hospitals

Rural health is the most important part in our country. The township hospitals play an important role in the rule health. The township hospitals have taken effect for improving the situation of the rural health, ensuring the heath of the countrymen and strengthening the rural health and so on. But the survival and development of the township hospitals are facing enormous problems in the marketing condition. Especially during the developing period of the new rural cooperative medical scheme, the township hospitals' situation will affect the development of the new rural cooperative medical scheme. Therefore it's important to know the situation of the township hospitals, reform and improve the township hospitals to satisfy the medical demand of the countrymen. The studying was trying to construe the township hospitals through the quantificational and qualitative methods with the visual angle of the medical sociology.First, author summarizes the four developing periods of the township hospitals and describes the situation of the townships and the township hospitals, the health resource, the operation, the earning and the payout through the statistical results of 238 township hospitals. On the base of describing the history and the situation of the township hospitals, author takes T township hospital as a case to analyze deeply and discusses the basal situation, development courses, the main functions, organizing andrunning of the township hospitals. Then, author takes examples for the township hospitals in W county, Shandong province and construes the problems of the township hospitals. There are many problems for township hospitals, such as health resource collocates unfairly, health personnel's quality is not very good, management condition is bad , principal of township hospitals' ability is limited, contradictions of the reform of property right system are prominent. On the base of construing these problems, author discusses the reason of these problems through construing the system, the government's health devotion and the medical market. Finally, author is trying to propound some suggestions to improve the township hospitals, eg, reforming property right system, reforming the administering and running system, strengthening health personnel's quality and improving basic establishment, standardizing financial management, nailing down the function localization of the township hospitals.
