Objective Since the new rural cooperative medical system (NRCMS)implementation, improve rural residents health condition, reduce the medical burdenof the farmers. This study investigated rural residents of NRCMS in three cities ofShandong Province, through a combination of qualitative and quantitative methods,analyzed farmers’ willingness of participating NRCMS, described the farmers’ healthservice needs, medical services utilization and awareness of NRCMS policy,analyzed farmers’ satisfaction status and influence factors, establishedcomprehensive evaluation system of NRCMS, evaluated the influence of NRCMSand explored the NRCMS development strategies.Method Research group used literature review method, nominal group method,in-depth interview and focus group discussion to design NRCMS Impact AssessmentQuestionnaire. Total793households,1711people have been investigated. The studyused composition ratio and other indicators to describe the farmer demand of healthservice utilization and awareness on the new policy, used factor analysis method todiscuss satisfaction and influence factors, built satisfaction evaluation system; usedlogistic regression equation and important quadrant analysis method to analyzedissues in NRCMS implementation, then put forward the policy suggestions forNRCMS development.Results NRCMS financing ability continue to improve, the participation ratekeep higher level, and compensation of NRCMS constantly improvet; there were 74.98%is satisfied with NRCMS in1711people, NRCMS policy gets most peoplesupport and recognition. So, NRCMS reduced farmer burden of disease, improvedthe residents behavior of using medical services, established a psychological securityfor rural residents, but NRCMS dissemination is not very well, the compensationstandard is low. Through factor analysis extracted7common factor, to establish acomprehensive evaluation model by logistic satisfaction, regression equation andimportant quadrant analysis in the evaluation of policy problems in operation, putforward some suggestions.Conclusions This survey based on a comprehensive analysis of qualitative andquantitative data, combined with the awareness of the urban and rural NRCMSpolicy, systems evaluation after the implementation of NRCMS,analyzed farmers’health service needs and the willingness and tendentious,identified key factorsaffecting the satisfaction of the urban and rural, found NRCMS dissemination is notenough to enforcethe policy implementation, compensation of NRCMS is not high,health care is not good, the urban and rural residents’ medical needs is large, poorsatisfaction with NRCMS of residents, and put forward development proposals andcountermeasures.In addition,demonstrated the applicability of factor analysis,logisticregression equation, important quadrant analysis method, exploring the establishmentof the satisfaction evaluation model for similar health evaluation studies, providedthe scientific methods and ideas, to improve the efficient and quality of healthservices, so as to achieve the promotion of sustainable development goals ofNRCMS.
