Research On The Mechanism Of Public Health Crisis Early Warning In Towns

Since the 21st century,various public health crises occur one after another,social safety and normal life operation order has been severely challenged.Early-warning is the initial step of crisis management.As the lowest grass-roots government in China,the township government is responsible for the prevention and response to public health crisis,protection of people’s lives and other functions.The effect of crisis early-warning has been considered as one of the signs of whether the government can adapt to the requirements of the new era,and a mature early-warning mechanism of township public health is of great significance to realize the chinese-style modernization of grass-roots governance.Based on the life cycle theory of crisis and the theory of public crisis emergency management,this paper takes M town as the research object and applies the research methods of literature,case and investigation,this paper discusses how to improve the early-warning mechanism of public health crisis in towns.First of all,through the existing literature,data classification and comparative analysis,this paper sums up the academic community in the field of early warning of public health crisis-related research results.Secondly,combined with the practice of covid-19 prevention and control in M town,Zhejiang province,the author expounds the function of early warning of public health crisis in our towns,the general situation of early warning organization system and monitoring system of public health crisis in M town,thoroughly analyzes various links of public health crisis early warning,such as information monitoring,information processing,risk management,early warning dissemination,social mobilization,etc.,it is found that there are some problems in the public health early-warning mechanism of M town,such as the imperfect early-warning command system,the inadequate disposal of early-warning monitoring information,the insufficient early-warning communication and mobilization,etc.,and analyzed the public health crisis early-warning institutions are not scientific,early-warning monitoring information processing difficulties,early-warning community is not comprehensive and so on.Finally,based on the analysis of the problems and the causes,the author puts forward some suggestions on the establishment and improvement of M town Public Health Crisis Early Warning System,early warning information collection mechanism,early warning community and so on.
