On the basic of that, Exploresfunctions of private hospital, define hospital commonweal and understand the welfaremanifestations and its extent of hospitall in Ningxia. At the same time, compare thevarious indicators of different hospitals; evaluate the sample hospitals commonwealcomprehensively. Finally, qualitative interview is used into understanding the difficultiesand the problems encountered in achieving the hospital welfare and proposing strategy toimprove the hospital public welfare. That is good for providing a reality basis for thehospital reform diversified organized medicine ideas, and so does work to provide atheoretical basis for improving the hospital public welfare policy.Research Methods The survey selects four private hospitals which are much larger andolder in Ningxia and two public hospitals which are matched with former four ones inlevel and scale. Literature review defines the public welfare of the Ningxia privatehospital. The combined method of literature review, brainstorming and Delphi expertconsultation determines the final welfare indicators reflected the private hospital.TOPSIS conduct a comprehensive evaluation. SPSS18.0statistical software f analysis allthe data, statistical description is used in representing the basic situation of the hospital,measurement indicators, such as ring, Chi-Square Test is used to compare countindicators between different samples, Rank test is used to compare level indicators. Theinspection level α=0.05. Results On the basic of literature review and expert consultation, the study identifiespublic welfare evaluation indicators of the hospital, including first index and secondaryindex that refers to economic operation, quantity and quality of hospital services,efficiency of health care services and cost burden of patient respectively. Hospital publicwelfare evaluation results in descending order is Hospital D, Hospital A, Hospital E,Hospital B, Hospital F, Hospital C. The comprehensive evaluation reflects that theservices of private hospitals are provided with commonweal, what’s more, comparedwith public hospitals, private hospitals do much better. However, the overall welfareevaluation of the six hospitals is not high enough. Services borne by the private hospitalare not more than public ones, there is still a big gap between them. But on the otherhand, private hospitals carried out much charitable health services, the establishment ofthe Medical Relief Foundation made good social effects, the contribution of thecharitable foundations of private hospital A to society is great and they play an importantrole in society.Medical staffs understand hospital public welfare better than patients; most patients havevague understanding of the hospital commonweal. The cognize is different from differenteducational background of medical staffs and so do different cultural levels and differentpayment methods of patients. Medical staffs and patients share the same view that therelief of poor and vulnerable patient costs reflects the public welfare of the hospital. Theythink private hospital public welfare in general is weaker than the general level and theirnotion on welfare evaluation of private hospitals is the same.Qualitative interviews suggest that, private hospitals should focus on governmentcompensation mechanism in order to achieve the commonweal. The shortage of liquidityand human resources weaken the ability of hospital to achieve the commonweal fundamentally. The reason why the hospital public welfare is not high is that thegovernment ignored the regulation of the development of health and the particularity ofhealth services when develop health economic policy, which leads to over-relying on therole of the market.Research conclusion The personnel, improve the quality of professional to guaranteehospital the efficiency and quality of service which manifests the hospital public welfare.Government should also strengthen supervision on hospital in human resourcesallocation; promote hospital staff assignments into balance.Exertion of Hospital commonweal, private hospital should continue to show itscommonweal., improve the hospital commonweal on the basis of the original publicwelfare further. Hospitals should contral the quantity and quality of medical service,efficiency of medical services, and patients expenses burden.
