At the present stage, China’s medical and health care reform is one of goals ofgovernment and society. The corporate governance of public hospitals is the core of it.Public hospital as an important part of public health, its governance structure reform isto maintain the public hospital public welfare important institutional guarantee. In thispaper the background of the new medical reform, on the theory and case study waspresented on the basis of the suitable for China’s reform of the present situation of thegovernance structure of composite, in order to public hospital reform in Chinagovernance structure to provide the reference.Firstly, Both at home and abroad about the main ideas of the reform of publichospitals and related experience it has summarized, and combed the governancestructure theory,stakeholder theory public hospitals and public welfare concept theory,for the development of research laid the theoretical basis.Secondly, To our country the present situation of public hospital managementstructure was summarized, and analysis the causes of deficiency of public hospitalpublic welfare mainly concentrated in the government compensation mechanism is notsound,unregulated, internal management is not scientific three aspects.Thirdly, In Wuhou District of Chengdu,Dongyang and Wuxi public hospitalsreform governance structure as samples, the author compare and analyze the newmedical reform in China since the pilot major public hospital for governance structurereform achievement and shortage, and kinds of the mode in public hospitals to realizethe effect of the public welfare is analyzed.Finally, In order to realize the public hospital public welfare for the principle basis,puting forward the governance structure of public hospital complex basiccontents,theoretical framework and the corresponding measures. Adjust governmentinvestment and improve the compensation mechanism. Innovate incentive constraintmechanisms, establishing public health information system. Improve organizationalculture and so on.
