Water, the source of life, the production and the ecology, is necessary and indispensable. Entering the21st century, because of the economic development and the increase of population, the problem of lacking water resources are becoming more and more serious. Water resources problem is particularly prominent in China especially in the coastal areas of Shandong Province.Coastal area is the core economic development area of Shandong province. It is very meaningful to do water development planning what is conducive to alleviate water shortage situation, improve the bearing capacity of water recourses, and promote the sustainable development of water resources.On the basic of reading a large number of literatures and concluding the current achievements, this paper took the lead in studying surface water early warning in coastal areas of Shandong province. And this paper test the feasibility of surface water early warning taking the example of four reservoirs in Rushan City. This paper mainly did the following work:(1) Set up the early warning system, and determine warning lines and areas scientifically.This paper, which was based on the theory of the most strict water resources management, and was combined the water demand and supply water, set up early warning system, gave ways to determine warning lines of middle reservoirs with three months and non-flood season as warning time, and prolonged the warning time to a year in large reservoirs’warning system. What’s more, in order to reflect the gradual of warning level, this paper introduced the fuzzy concept "both this and that".(2) Test the feasibility of early warning system with the example of engineering.The early warning system was used in four resources in Rushan city. According to whether considering the flood water, warning system was divided into static and dynamic one. And choosing the different starting point of warning lines, warning system was classified point and procedural one. It is of great significance to protect water safety of life, industry and ecological environment.(3) It is very meaningful to constitute early warning system what is conducive to alleviate water shortage situation, improve the bearing capacity of water recourses, and promote the sustainable development of water resources. Early warning system makes water use more scientific and reasonable. It makes the limited water to achieve maximum benefit.(4) There are still some problems to be further because of the complexity of early warning.Regional precipitation is usually uneven. Maybe water demand is more than water supply in some reservoirs; meanwhile water demand is less in other reservoirs, so it is need to build a connection between reservoirs. Furthermore, water supply warning involves many fields such as industry, agriculture and ecology, it is necessary to establish a connection between the multidisciplinary.
