Study On Emergency Management Of Shenyang Railway Bureau

Shenyang Railway Bureau has been undertaking the heavy work of railway transportation in Northeast China.As a large state-owned enterprise,Shenyang Railway Bureau is located in the south of Northeast Railway Bureau.Besides Jilin,Liaoning,Hebei,Heilongjiang and other provinces,part of the eastern part of Inner Mongolia is covered by the road,with a total mileage of 13820 kilometers and 220000 employees,which plays an extremely important role in the railway transportation in the northeast and even the whole country.Railway has always been the key driving force to support China's economic development,and plays the most important role in the transportation system.Because its cargo throughput and passenger traffic volume are much higher than that of aviation and highway,and the development of China's railway traffic has been very rapid in the past few years,especially the construction of high-speed railway lines.By 2018,the business mileage of China has exceeded 131000 kilometers.At the same time,due to various factors,railway transportation accidents are also emerging in an endless stream,such as equipment failure,natural disasters,human factors,rules and regulations,etc.Based on the definition of railway emergency management,the characteristics of railway emergency management and the classification of railway emergency management,and the theory of emergency management and multi center management,this paper discusses the emergency management organization system,emergency plan system,emergency management plan formulation and common public safety problems of Shenyang Railway Bureau,and sums up the emergency management of Shenyang Railway Bureau This paper analyzes the causes of the above problems,such as the imperfect management plan system,the lack of emergency management organization system,the insufficient capacity of emergency management team,and the absence of emergency management cooperation system.Therefore,in order to improve the emergency management ability of Shenyang Railway Bureau,we must do the following: first,improve the emergency management plan system,second,improve the emergency management organization system,third,improve the emergency management team,fourth,improve the emergency management cooperation system.Therefore,this paper takes Shenyang Railway Bureau as an example to explore how local railway bureau can optimize the emergency management system under the existing system,and how to better carry out emergency management when an emergency occurs,so as to improve its emergency management ability.The study is of great reference value to further improve the construction of emergency management system of China Railway Administration and comprehensively improve the ability of railway to deal with various risks and emergencies.
