In recent years, water ecological problems have attracted more and more attention by the people, the central government and relevant departments issued a series of measures for water ecological civilization construction, Ministry of Water Resources in Jinan City was identified as the nation’s first pilot city water ecological civilization. January2013, the Jinan Municipal Government issued "Jinan City Water Ecological Civilization pilot implementation plan",the program will "enhance the whole society welfare of water, improve urban quality" as the theme of water ecological civilization. In this context, this paper attempts to define the concept of water welfare and structure water welfare index which measures the welfare of residents water gives.Firstly, finishing a research literature on change in aquatic ecosystems and the welfare theory and discusses the research city-Jinan ecological status of water, starting from the welfare theory, through the discussion of the relations of ecological functions of urban water systems, ecological value and welfare of urban water, water welfare defined as urban water aquatic ecosystems play a role in promoting the welfare of the residents through their economic, ecological and social functions. Then, by constructing resident welfare index covering the range of radiation aquatic residents, further constructing water welfare index which measures the welfare which water ecology brings for the residents of the. The empirical results show that the change of the water ecological radiation scope effect is obvious for the welfare of the residents, expanding the scope of the water ecological radiation can increase water welfare index.Finally, to provide policy recommendation for the construction of water ecology...
