With the continuous development of community and economics, vehicle fleetgrowth by leaps and bounds in many cities, and many cities have entered the era ofmotorization. Although street networks are continuous expanding in some large cities, thegrowth rate of urban roads are still difficult to meet the transportation needs of the rapidlygrowing. In most cities, traffic congestion has become a common problem, whichseriously affected the economic and social development.To observe the traffic conditions in the most city of our country can be found, in thecase of city streets are very congested, the branches were still idle and have not been fullyutilized. In this paper, idle branch will be organized as one-way traffic based on thetheory of microcirculation, thus, it is not only sharing the roads traffic flow andoptimizing the structure, but also achieving the purpose of alleviating traffic congestion.In this paper, according to the characteristics of urban road system and the status ofbranch and analyzing the characteristics of one-way traffic organization and settingconditions, the one-way traffic organization optimization of branch street was analyzedwith the aims of minimum of arterial and branch’s saturation ultra-limited and minimumof carbon emissions in optimization region, at the same time, constructing of the doubleplanning model and designing the Genetic Algorithms of solving model according tothe characteristics one-way traffic organization optimization, and analyzing theapplicability of the model and algorithms by example. A result of analyzing the examplesdemonstration can be drawn, which shows one-way traffic organization optimization canreduce the saturation of arterial roads and make full use of the branch roads, at the sametime, the optimized network is more smooth and balanced, thus, the congestion will beimproved and the carbon emissions will be reduced in optimization region.
