Domestic development of infrastructure, demand and supply of electricity aregetting higher and higher, the plant will build more and more. In addition to the fivecountry’s largest power generation companies and other professional companies toinvest in the construction of power plants, there are many local investmentcompanies, private enterprises became involved in power plant construction project,these companies’ tend to choose a professional power construction of epc providersto be responsible for all construction work as power plants’ method. Epc mode haslong prevailed in the international Energy Group. Currently our country also beganto gradually accept this construction mode. Energy Group is central largeconstruction company, under which there are a large number of electric powerdesign institutes, construction companies and equipment companies, to promoteproject idea of synergy cooperation. Xingyi power plant project of guizhou is thesynergy between typical turnkey projects, project participators are Energy Group’sdesign institutes, construction companies and equipment purchases companies.The total price of power plant project is usually fixed, the price of design partand construction part has been basically transparent, so the equipment procurementbecomes the source of project. The equipment company of Energy Group isresponsible for the equipment procurement of guizhou xingyi power plant project.The procurement management uses ordinary model, the institutes provide technicalspecification and technical specification, the equipment company is responsible for procurement, which can be improved according to Energy Group‘s collaborativeproject model. The equipment company is responsible for equipment procurementand supply functions in the design, construction, power station constructionequipment of Energy Group’s whole industry chain, and effectively integrateresources by cooperating with Energy Group ‘s internal companies and constructioncompanies. This paper utilizes the advantage of Energy Group’s collaborativeproject, creates a new procurement model, creates a more efficient procurement planby optimizing the procurement workflow. At the same time, we reduce the cost ofthe group’s internal business equipment purchases, increase procurement profits byutilizing Energy Group’s internal equipment companies and design institutes tooptimize equipment specifications. This method allows engineering collaborativeproject’s engineering design, construction progress, equipment selection morereasonable, can maximize reduce procurement costs and increase profit project toimprove Energy Group synergy between contracting market competitiveness whenmeets the requirements of the EPC contract premise and also provides a totalpackage procurement management collaborative learning for the Energy Group todevelop domestic and international market.In this paper, the project procurement management’s improvement of xingyipower plant is divided into four chapters: the first chapter introduces the researchbackground, research significance, research methods and content. The secondchapter introduces and analyze xingyi power plant project procurementmanagement’s situation, describes the current xingyi power plant project’sprocurement status, as well as procurement management process can be optimizedand improved parts for analysis. The third chapter is about optimization of xingyipower plant project procurement management, analyze procurement management,and optimize procurement plan and supplier management. The fourth chapter isabout improvement safeguards of of xingyi power plant project procurement management’s optimization. According to improved procurement management, thischapter introduces the corresponding safeguards.
