Universities zone Aconstruction project has been one year and half, and had done verydetailed research on progress,quality, and cost of capital, also established rigorousorganization structure, total control plans, scheme of operation and sells, and relatedregulationssystem before started construction operations. But during the operations, mosttiming of progress has been delayed, and whatever total cost or individual cost has overrunissues. Also facing difficulties on standard andquality control had many conflicts betweenprogress and cost. Because of mutuallyrestrict of progress chain, and delay of high levelmanagement decision and faults, many of bidding and contract signing couldn’t finish ontime, so field operations weren’t part of plan before started, chaos of field management,progress goals has been adjusting all time, The whole situation need to changed.Targetcontrol is core of project management, a construction project with defined progress goal,quality goal, than we need control it with management method, time duration ofmanagement is applied to construction work, and mission is to reach the goal throughmanagement method. Include progress goal (project time duration), qualitygoal (not onlyconstruction work quality, but also include design quality, material quality, equipment quality,environment quality related to project), investment goal (general investment goal). So needto study all the factors that could possibly cause deconstruction on project, and setmanagement team applicableand functional. analyze and edit all the issues come acrossduring project management, optimize structure management, progress management, fee andcost management, quality control management, contract management, purchasingmanagement. And build efficient management system with measure of guarantee plan onhuman resource, finance, regulations, and techniques. Alsosummarize the meaning andachievement of study, and outlook the value of study. compare planningschedule with realtime progress, judgment of quality comparison, situation of actual cost compare withprogrammed costs, and point it out main problems among above factors. Analyze the causeand measureof deviation, point out the weakness of field management regulations andmethods, and direction of work adjustment. According to the analysis from above, carry outsolutions of deviation adjustment, and detailed plan, no longer after simply experiencedmanagement, instead of a combination management of theory and experience. “Universities ZoneAconstruction project”is a going on project, construction period isbroad, the management is consecutively, but still has same old management problems onunfinished parts. Start from the targets need to be controlled among constructions, andsolve the issues from management processes, systemestablish, duty assigning, discuss humanresource on management, work dispatch, duty of management, management regulations andmethods, way of solve problems, optimize plan and progress report. Emphasizemanagement is a system work, within system can know discover and solve problems on time,so aoptimized management plan has improved operation ability.
