In order to alleviate the situation of China’s power supply, the electricity enterprises have built a number of thermal power project. Post-evaluation for the construction process of the thermal power project not only can strengthen the overall management of the thermal power project construction process, but also can provide guidance and reference for the same type projects of construction and renovation, which is beneficial to improve the theory level advanced.Based on the worldwide research literature of project post-evaluation, construction process post-evaluation, combined with the characteristics of thermal power projects, the theory and methods of thermal power project process evaluation are discussed in detail in this paper. According to the theory of the project life cycle, taking Binchang thermal power plant as example, the project construction process is divided into four parts including the preliminary decision-making, preparations work, project construction process and project being put into production. Through large amount of data collection and research, the comprehensive evaluation index system of thermal power project construction process has been constructed based on the principles and purposes and the actual situation of Binchang thermal power projects. For preliminary work which include preliminary decision-making and preparations work, the weighted grey target decision method is used for comprehensive evaluation. For project construction process, Eigen value method and improved radar chart are adopted. For project being put into production, G1method and grey triangle whitening weight method are applied to analyze.Through a comprehensive analysis and evaluation for the construction process of Binchang thermal power project, the advanced experience, the issue and recommended practices are concluded in this paper, contributing to providing theoretical guidance and practical learning for decision-making and management level of the construction of thermal power projects, also providing a new direction for the post-construction process evaluation for similar thermal power project.
