This paper is based on the construction and development of the ComprehensiveReform Experimental Zone, under the view of building ‘Two-oriented’ society withinthe Chang-Zhu-Tan urban cluster. Industrial heritages are studied as research objects,to discuss the methods on how to conserve and reuse them during the urban construc-tion and the industrial upgrade trend.Most modern-time factories in China has terminated production, or closed ortransformed or sold. In the process of promoting urbanization, the important value ofindustrial heritage conservation and reuse has been neglected. Especially, amongsecond tier-cities, there was never enough attention brought towards the conservationand reuse of industrial heritages, thus basically there are none corresponding policieseither. Secondly, the lacking of related laws and regulations is an important reason forthe rapid disappearance of industrial heritages.Xiang Tan is one of the most important industrial cities in Hunan. The massamount of industrial heritages hold great education and economic values. By studyingsuccessful projects from domestic and oversea, this paper demonstrated the basicprinciples and methods of industrial heritage conservation. Meanwhile a protectionand conservation strategy is brought up for the industrial heritages in Xiangtan sup-ported by data from an extensive survey on the remaining industrial heritages inXiangtan. In the fourth chapter, the study summarized and defined a category of ex-isting industrial heritages in Xiangtan that requires protection. The fifth chapter re-veals the values of the industrial heritages in Xiangtan, and providing a theoreticalbasis for the protection and conservation. In the sixth chapter, by studying relevantpolicies and laws, a feasible protection and reuse strategy was introduced to Xiangtancity as reference for future industrial transformation.
