Research On The Carriage Of Cement In Bulk And Maritime Administration

As one of fundamental industry, the cement industry goes hand in hand with the economic development of the world. Last decades have seen the increase the transportation of bulk cement in waterway. Due to the demand of the cement inside China, such increase will continue. It is, subsequently, of great necessity in the administration of Port State over the transportation, to conduct a research on the development of the regulations, rules and measures of the transportation, and finally to make the transportation completed in a safe, efficient and clean way.Firstly, this paper analyzed the characteristics of types of cement ships and the advantages of the ways currently used to load, and discharge, bulk cement to, and from, those ships, and thus made a practicable prediction on the trend of future cement ships. After investigation on the accidents of the transportation of bulk cement in waterway in last few years, and the study of the experience of the administration of some domestic ports (e.g.:Chang Xing Island), the problems exposed in the transportation and the administration of bulk cement became quite obvious. Then, this paper accordingly put forward the safety measures for the cargo work preparation, loading, shipment and discharge of bulk cement by the reference of international and national laws, regulations and rules. Finally, this paper put forward a more functional and practicable administrative mode and procedure to strengthen the maritime administration of Port State, the management of seafarers, shipping companies, ports, surveying parties and personnel safety, and the development of the safety standards of the transportation of bulk cement in waterway.
