Yellow River irrigation occupies an important place in our country’s irrigation work. Over the years, the irrigation area lies mainly in the Yellow River downstream and it has an significant efficiency to agricultural production. But Yellow River irrigation district in the lower reaches of the Yellow River are no dam water diversion.Because the sediment concentration of the Yellow River are massive sediment and more thin, water diversion will lead to sand diversion along with is inevitable. The Yellow River Flows provides valuable water resources for industrial and agricultural development. At the same time, it also brought into a large amount of sediment, which cause the sediment area’s living environment deteriorate day by day. So it becomes a major limiting factor for the further development of the irrigation area.This paper, as an example of Xiaokaihe irrigation district from the Yellow River downstream, take Yellow River irrigation area settling basin and the actual situation into consideration, take the sand control of Yellow River irrigation district setting basin and the control sand of radiation part on both sides of main canal and sediment diversion lateral canal as the center. According to the different topography and different partition of soil and water conservation, the soil and water conservation project is implemented for the construction of water conservancy engineering and biological engineering. Besides, professional construction unit and monitoring unit are required to construct and monitor the engineering project in the construction. With comprehensive protection and reasonable development of natural resources, to establish a comprehensive, systematic and efficient soil and water conservation protection system is aim to build a comprehensive soil and water loss control system of multi-objective, multi-functional, integrated ecological, remarkable economic and social benefits.On the basis of the comprehensive control of soil and water conservation benefit calculation method, this paper analyze the ecological benefit, social benefit and economic benefit of Xiaokaihe River Irrigation Area settling basin comprehensive control project.
