| With its root in a management idea from developed countries, refinementmanagement is bound to be the request for modernized management as a result of therefinement in social division of Labor and service quality. Taking as the researchobject the construction project of Changxiang Expressway, one scientific modelproject of the State Ministry of Transport the author was involved in, this paper aimsto explore ways of refinement management in the new climate under the guidance ofraising, analyzing, and solving problems, employing the research methods ofempirical research and literature research.First, this paper sorts out relative literature concerning project management andrefinement management, thus lays the theoretical basis for the whole study. Then,based on the analysis of engineering project management and present managementcondition of Changxiang Expressway, this paper elaborates on necessity of applyingrefinement management. And it points out the target factors and measures for therefinement management of Changxiang Expressway from the aspects of target,principle, and content. In the end, this paper proposes a guarantee mechanism ofrefinement management for Changxiang Expressway from the perspectives ofestablishing refinement management concept, perfecting supervisory mechanism forproject progress, setting up quality-guaranteed system, optimizing projectorganizational structure, creating project management information system, buildingmanagement system responsible for refining target, and enforcing dynamicassessment and incentive mechanism.This paper is a tentative study of applying refinement management theory andmethods to engineering project. Based on the case study of specific project refinementmanagement, it is hoped that this paper would be beneficial and instructive toexploring the refinement management of our state expressways, thus to promote theapplication and popularity of refinement management in China’s engineering projectconstruction industry. |
