Rail transportation has entered the stage of network operation, with the operation of existing lines, the new lines opened, the number of substations also showed a rising trend, so it is confronted with the reality problem increases substation construction. Because the transformer substation construction project is a complex, system, construction period is facing a lot of risk factors.This paper combines the domestic application of project risk management, makes a concrete analysis of risk identification, risk management theory, risk assessment and risk control, according to the A substation accidents over the years the company has to collect and sort, put forward the improvement measures and effective A exists in the risk management. At last33KV differential relay reconstruction project as an example, identification and analysis of risk factors of similar substation reconstruction project, and set up the AHP model, combining the current accident classification standard, according to the accident analysis matrix, evaluate the probability and loss if risk accidents, according to the analysis results, specifically on the risk control point, through improvement of risk management, not only make the successful completion of the project, and the risk will be reduced to a minimum.
