Study On Risk Management Of The Urban Rail Transit Construction Project

In recent years, with the rapid development of the city, facing the pressure of urbanpopulation, traffic pressure, environental pressure, the unparalleled advantages of urban railtransit become to develop public transport options for major cities at home and abroad. A largenumber of casualties, property damage, social impacts follow with lots of construction in theprocess of urban rail transit. Therefore, this paper is aimed to study on the risk managementand establish an effective and relatively complete risk management system of urban rail transitconstruction project.Firstly, the construction accident of urban rail project for is analied statistically from2003-2013. Mechanism of urban rail transit project construction accidents is proposed byseveral comprehensive study of accident causation theory, combined with the special nature ofurban rail transit construction projects. Then, identifying the risk factors of urban rail transitconstruction projects.The risk identification methods of urban rail transit construction projectsbased on WBS-RBS is established.Secondly, Risk evaluation model based on risk matrix of urban rail transit constructionproject is also established, which estimates the risk with fuzzy comprehensive evaluationmethod.In addition to, a risk rating standards and risk acceptance criteria is established.Expanding the content of the traditional risk management,building urban rail transit projectconstruction risk early-warning system and urban rail transit risk warning mechanism isproposed.It proposed an integral part of urban rail transit project construction risk earlywarning system, including risk analysis early warning systems, risk warning conductionsystem, risk control and countermeasure systems, risk warning information managementsystems, risk early warning system of organizations.Risk early warning model based on fuzzycomprehensive evaluation method of urban rail transit construction projects is established,which divide the warning range, and raise treatment standards of early-warningindicators,such as quantitative and qualitative indicators. Finally, risk management strategiesof early warning and emergency management strategies the of urban rail transit constructionproject is proposed.Finally, based on Xuzhou No.1Urban Rail Transit Zhenxing Road Station ConstructionProject, this risk assessment models and risk early warning system in this paper has beenapplied to verify its validity, applicability and accuracy.
