After more than50years of development, Nuclear power has proven to be safe, clean and efficient energy, because nuclear power does not emit carbon dioxide, sulphur dioxide and other harmful substances to the environment, in order to achieve energy conservation and emissions reduction targets in China, development of nuclear power industry is a necessary choice. According to the situation of energy structure in our country, the State Council has made "actively develop nuclear power" as the development guideline of China’s energy policy, approved the "long-term nuclear power development planning", and created a good development opportunity for Chinese nuclear power construction. At present our country has the largest number of units under construction in the world, nuclear power construction task is very arduous, the development situation is good.Sanmen nuclear power is the first AP1000third-generation unit in the world, the contract model of the project construction phase is more complex, has no reference station, there is no ready-made can draw lessons from project construction management experience, so the design, equipment, management have many potential risk during the project construction.Though through the early accumulation of experience, we can deal effectively with some emergencies, and have obtained certain achievements, but in the event of decision-making errors, it will probably do serious harm to the safety, quality and the progress of the project construction.So put the theory of risk management in project construction, it can control the risk effectively for each link and predict the potential risk to the project construction in advance, and combining the evaluation conclusion, drawing appropriate risk response strategies and measures, improving the decision-making more scientific, and enhancing the ability to resist the risk of project construction.This paper introduces the three stages of SMNPC risk management development plan, gradually establish a highly efficient risk management mechanism by cultivating good risk management culture within the company, in project risk management has achieved good results. So for nuclear power projects implement perfect and comprehensive risk management, can effectively improve the ability to deal with risks during the project construction. To make the whole nuclear power project obtain the biggest returns with the minimum cost. Researching of the SMNPC project construction stage risk management, contribute to the decision-making scientific and rationalization, improving the decision-making level of nuclear power project, reducing the risk of project decision-making, promoting the healthy development of nuclear power in China, and providing beneficial reference for other nuclear power projects as well.
