Study On Safety Management Of Railway Project Based On Accident-Causing Theory

As the main artery of national economy and the national major infrastructure, the railway industry maintaining the development steadily is important. But so far, the safety problems of railway construction are still serious, that all kinds of accidents occur frequently. These seriously restrict the development of the railway industry. Therefore, according to the status quo of safety problems, learning from advanced accident theories, the safety management theories and experience, this paper does put forward new methods and policies in order to improve the safety management of the railway project.Firstly, combining with the characteristics of the railway project, this paper reviews the laws and the existing problems in safety management in detail by some preliminary works, such as collecting some literature of safety management, site interviews and so on. Secondly, based on several typical accident-causing theories and safety accidents statistics of railway projects in recent years, especially the hazard theory, this paper summarizes the rule and mechanism of safety accidents in the railway project from the angle of project inner control, which finds that hazards broken control standard and control measures into accident cause is the root cause of safety accident. It indicates that the basic ways to prevent the accident are formulating the standards scientifically and executing the measures strictly. Thirdly, based on the accident mechanism, from three aspects such as hazard management, accident emergency rescue and accident treatment, this paper formulates and perfects the measures to prevent and control the safety accidents of railway project, which forms a closed safety management system. Finally, this paper gives some policies and suggestions to improve safety management of the railroad project in macroscopic view.The research results of this paper have some certain realistic and directive significance to safety management on reducing the occurrences and the loss of the safety accidents effectively in the railway project.
