The construction of high-speed railway is a huge and complicated engineering. Before the open of high-speed railway, every system of high-speed railway will be tested and debugged. Inorder to meet the design requirements, the interface between the subsystems also will be tested. It is called integrated commissioning and testing. During the integrated commissioning and testing of high-speed railway, the safety will be ensured which is the core mission in the process of the test.In the paper, the anthor combining the expearance of the four-month integrated commissioning and testing with reaches of high-speed railway in and abroad, picks up and analyses the key links of integrated commissioning and testing safety.And then three forms of accident are put up. Based on those,capacity of equipment matching operational capacity of people and entropy flow model are used to analyse the accidents of train operation. Then security measures are taken to prevent the accidents based on those. The paper divides the factors of the safety into six units which based on "person-machine-management-enviroment" and then analyses the steps and processes of the HAZOP especially. In the end, the system of the safety evaluation for integrated commissioning and testing of high-speed railway that can combine with the HAZOP is constructed.In this paper, six methods such as Fuzzy evaluation, PCA AHP and so on are compared to decide which one can fit the factors best. According to the factors,the paper takes AHP to determine the index weight that can help us sort the indexes in each criterion layer. Then the paper researches the aggregative model based on the Grey Theory that use whitenization weight function with the index weith to evaluate the operation safety of high-speed railway. At the end of the paper, the paper takes actual high-speed railway as example to confirmation the mathematical model, and then evaluates the operation safety about the integrated commissioning and testing. According to the results, the paper puts forward the improvement measures and the suggestions for the operation safety of the integrated commissioning and testing.There are four innovation points in the paper:(1) Each link of integrated commissioning and testing operation safety and key links are summed up under the influence of actual expearances in the whole integrated commissioning and testing. (2) Key links and different forms of accidents which can affect operation safety of integrated commissioning and testing. System of evaluation index for operation safety of integrated commissioning and testing of high-speed railway is put forward.(3) The index calculation model was put forward according to the characteristics of evaluation index, what’s more referring to both the domestic and foreign evaluation methods.(4) The evaluation method of the key links and form accident are designed and the evaluation results are calculated to put forward measures and suggestions which can insure the integrated commissioning and testing key links safe.Based on that, it can also be imported to every link to insure all the integrated commissioning and testing safe.
