In recent years,in light of the national medium and long term railway network planning,China’s high speed railway construction has achieved a comprehensive and rapid development.As of the end of 2016,up to 22,000 km of high speed railways in China has been put into operation;in the near future,there will be more high speed railways to be constructed and put into use in China.Therefore,China’s high speed railway has obviously become a main driver to implement the "Belt and Road" initiative.To verify whether a new high speed railway is available with the conditions necessary for putting into operation at its design speed,relevant railway authorities in China need to systematically carry out the integration test and commissioning in accordance with requirements of related technical specifications.Such test features complicated process and involvement of multiple operations and disciplines,and is subject to high requirements on safety.At present,the safety management of such test is mainly based on the experience and related rules and regulations of the railway sector in China.It lacks well-planned and effective theoretical guidance and tools&methods,and cannot fully meet the demand that China’s high speed railway should "Go Global" to act on international convention.On the basis of using for reference the current situation of foreign railway safety risk management,this thesis makes an in-depth analysis for the current situation and main features of the integration test and commissioning of high speed railways in China.Through the analysis and study on the integration test and commissioning of high speed railways in recent 10 years,this thesis summarizes the successful experience in this sector.Based on the characteristics of safety risk management of high speed railway integration test and commissioning,its main safety risk analysis and control procedures are put forward in this thesis,taking a 350km/h high speed railway in the central plain region as the study object.With the applicable safety risk analysis methods studied and selected,all kinds of safety risk events are recognized in such test and commissioning and the corresponding frequencies and consequences are analyzed in a comprehensive manner.The risk ratings are carried out based on the safety risk matrix of the integration test and commissioning established in the study,and 12 Class B risk events of relatively higher risk level and 16 Class C risk events are identified under the existing safety control measures.The further control measures and suggestions are proposed for Class B risks events.The analysis results show that the introduction of the safety risk management concept into high speed safety management of China’s high speed railway integration test and commissioning is in line with the development demands of safety management,the establishment of safety risk analysis and control procedures,specific analysis and evaluation methods and control measures will help improve the safety management level of China’s high speed railway integration test and commissioning,and its analysis results will offer an important reference to the analysis and control of the safety risks in the integration test and commissioning of other high speed railways,and construction and operation management of high speed railways.
