Obtai ni ng eff ecti ve predi ction and assessment of the oil spilling risk of port ship, exploring the complex rules of the accidents to take the corresponding preventative and emergent measures in order to make the harm of oil spilling caused by the accident drop to the lowest degree, both of them have become hot topics in the world.Because of the excellent natural conditions and the irreplaceable distribution ability of the port of Ningbo, it has become one of the main hubs of China’s coastal port. It services for the economy of Ningbo city and the southeast coastal area of Zhejiang province for a long time, bears the task of transit of iron ore and crude oil and other bulk cargoes in the downstream of Yongjiang River. It is a treaty port with a long history of China. Ningbo port is a famous comprehensive modern deep water port which is also a collection of inland port, river port and sea port. The proposed3000tons oil terminal of Ningbo YongShiWangTai Marine fuel company is located in the Yongjiang River, belongs to inland port.In this paper, the ship oil spilling risk of Yongjiang port in Ningbo is considered as the object of research. At first, the natural environment, hydrology, meteorology and anchorage conditions are introduced. Then, the dangerous source of oil spilling accidents of the ship in Ningbo habor are identified, combined with source analysis and risk assessment in the actual situation of the port. Establishing a model of the ship oil spilling risk of the port with the method of analytic hierarchy process, with an example of the oil spilling accident of the tanker "ZTE oil8",sing the example illustrate the model of the application mode. The model provides methods for the study of the analysis of the cause of the ship oil spilling accident. And this model has many good characteristics, such as strong logic, simple calculation, the higher credibility and so on.This paper plays a decisive role of enhancing the emergency capacity in response to oil spilling accidentsin Yongfa dock in Ningbo and improving the emergency measures in oil polI uti on.It al so provides a reference for the other terminals i n the same type.
