Research On Risk Assessment And Countermeasures Of Dangerous Cargo Carried By Ships In Caofeidian Port

The transport of dangerous goods by ship is a high risk of maritime operation and is also the focus of the supervision of the MSA.In recent years,with the rapid development of the economic development of Caofeidian port,the throughput of dangerous goods in Caofeidian port has increased year by year,and the possibility of the carrying of dangerous cargo transport accidents has gradually increased.However,the study on the risk of dangerous goods in the port of Caofeidian is still weak,and the transport supervision and emergency management system of dangerous goods is not perfect.Therefore,it is of great significance to explore the risks of carrying dangerous goods in Caofeidian port and to prevent and precontrol accidents.In this thesis,the current situation of transport and management of dangerous goods in Caofeidian port was studied,and the situation of navigation environment,the development of dangerous goods and the management of dangerous goods were introduced in detail.Secondly,through the work research and data analysis,screening effect Caofeidian port of risk factors for ships carrying dangerous goods transport,combined with the daily management of maritime sector experience,environment,shipping,personnel,and emergency management,goods management,and other aspects of risk factors,table lists the related factors of evaluation system.Then,using the research method of the analytic hierarchy process(AHP),qualitative and quantitative for defining the relationship between risk factors and their weights,establish a risk assessment index system,calculation of the various factors affecting the weight coefficient;Then,according to the weight of risk factors,the problems and causes of dangerous cargo transport risk and emergency management in Caofeidian port are carefully analyzed.Finally,aiming at the existing problems,combining with the experience of work experience and the management experience of the Marine department on the shipborne dangerous goods,the countermeasures of safety management and emergency management are put forward.The research of this thesis provides a reference for the MSA to strengthen the daily management of the transport of dangerous goods for ships carrying dangerous goods,and provides new methods and ideas for the construction of emergency capacity.
